Here is an excerpt from the 1933 pastoral letter authored by the German Bishops:
“The Church is a holy, self-contained and independent society receiving her charter not from the State but from God. Those who govern the country would therefore do well not to regard the Catholic Church as a serving-maid, but as the divine power on earth.”
