By the time Prohibition had reached its end, there was a booming bootleg industry, many American homeowners began adding barrooms to their houses and organized crime was twenty times stronger than it was fourteen years earlier. American women were drinking like they never had before, and the anointed heads in Washington finally recognized that Prohibition was unable to prohibit. FDR made good his campaign promise and signed the repeal document (nine months after coming into office), adding this additional verbiage:
“Furthermore, I enjoin upon all citizens of the United States and upon others resident within the jurisdiction thereof, to co-operate with the government in its endeavor to restore greater respect for law and order, by confining such purchases of alcoholic beverages as they may make soley to those dealers of agencies which have been duly licensed by state or federal license.”
