Here is an article covering the National Council for Palestine and their 1939 convention in the City of Washington. The rising tide of Jewish refugees in flight from Hitler’s conquest of Europe was their primary cause for concern; one of the urgent matters was

“to petition Prime Minister Chamberlain of Great Britain to relax the ban put upon migration into Palestine so that 100,000 German Jews could settle there this year… As the Washington conference closed, an even more ambitious Zionist plan was being broached in New York City. There Robert Briscoe, [the] only Jewish member of the Parliament of Erie, proposed 600,000 German Jews and 400,000 from Poland, Romania and Hungary be settled in the Holy Land in the next two years.”
