"Overdriven, understaffed state labor departments are reporting a startling increase in violations of state child labor laws. As for Federal violations - the Children's Bureau states that in the fiscal year 1942, there was an increase of 132 percent in the number of minors found illegally employed. Of these children, 75 percent were under 16; 37 percent were under 14; and 12 percent were under 12. Many were 10, 9, 8, and even younger."
