Even though the French were lacking full military strength, they were hellbent upon re-occupying Vietnam. While addressing the diplomatic naysayers, French officials remarked:
"We have the forces necessary to occupy and administer Indo-China any time the Allied shipping pool will give us our own ships to transport them out of here."
